JOB BUILDING OFFICIALMONTHLY SALARY: $8,922 - $11,641PLUS AN EXCELLENT BENEFITS PACKAGETHIS RECRUITMENT IS TO FILL A FULL-TIME VACANCIES IN THE COMMUNITY DEVELOPMENT'S BUILDING AND SAFETY DIVISION AND TO ESTABLISH AN ELIGIBILITY LIST TO BE USED FOR FUTURE VACANCIES.
The examination process will consist of a competitive evaluation of qualifications based on a review of the Application and Supplemental Questionnaire; therefore, it is to your advantage to provide as much detailed and relevant work experience.

First Review: Monday, August 7, 2023**All dates are subject to change at the discretion of Human Resources and may close at any time with or without prior notice**SUMMARY: Under general direction, plans, oversees, coordinates, and manages the staff and operations of the Building Division; ensures City structures are built and inspections are conducted in compliance with federal, state, and local building codes; plans, supervises, and performs complex inspections of residential, commercial, and industrial properties to determine compliance with federal, state, and local codes, regulations, and ordinances; provides complex and responsible support to the Director of Community Development.

Essential duties and responsibilities may include, but are not limited to, the following: Manages the daily functions, operations, and activities of the Building Division, including the City’s plan check, permitting, inspections, and record keeping procedures and processes; and oversees professional service contracts.
Participates in the development of goals, objectives, policies, and procedures for assigned services and programs; recommends and implements policies and procedures including standard operating procedures for assigned operations.
Oversees the review of building plans, calculations, and specifications for proposed structures.
Performs for technical complex plan checks.
Provides information on building regulations, permits, procedures, developments, and related matters and drafts code regulations.
Reviews building and construction plans for compliance with adopted codes and requirements; reviews and approves development applications in accordance with City standards and issues permits.
Conducts commercial and industrial inspections of more complex private development projects to ensure compliance with code requirements.
Issues corrective action notices, certificates of occupancy, stop work orders, citations, and other various required notices; prepares and issues complex legal notices to maintain public safety and assist other City departments, when necessary, with enforcement of building and public nuisances.
Resolves field and office concerns or conflicts regarding the application and/or interpretation of codes and regulations.
Addresses complaints regarding activities of the Building Plan Check and Inspection Services and takes or directs appropriate corrective action.
Reviews plans and technical documents for compliance with City regulations and ordinances; prepares drafts of ordinances of current codes, and other ordinances for adoption as needed provides professional evaluations and reports as appropriate; produces professional quality staff reports, presentations, and recommendations on planning issues; develops solutions to issues and resolves conflicts; assists in the development of ordinances and regulations as appropriate.
Represents the Building Division at City Council, Planning Commission, other Commissions, and at professional and public meetings as required.
Prepares and administers the division operating budget and work plans; identifies resource needs; prepares detailed cost estimates with appropriate justifications; monitors expenditures.
Solicits public and municipal input regarding code changes; evaluates and makes recommendations pertaining to the application of State unform model codes and local code amendments affecting the Building Department.
Participates in the selection of, trains, directs, motivates, and evaluates assigned personnel; works with employees to correct deficiencies; recommends and implements discipline and termination procedures; interprets City policies and procedures to employees.
Supports the relationship between the City of Rosemead and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.
