The Budget Analyst II will advise upper management in the creation, development, analysis, implementation, and adaptation of budgetary matters and financial management policy, including the high level reporting analysis of institutional financial plans and budgets; the review and analyze financial data, identify gaps and find data to answer key questions; and monitoring organizational spending to ensure that it is within the budget and plan.
This position is an individual contributor role who will provide consultative oversight and guidance to the Budget Analyst I and drive the financial planning process throughout the fiscal year, including reconciliations and uploading of annual approved budget and multi-year financial plan.

Good computer skills necessary to set up document formats in Excel, Word, Banner accounting system, Internet, and e-mail.
Flexibility in job assignments a must.

Good mathematical skills, including the ability to operate a 10-key calculator.
Ability to handle detail-oriented assignments with accuracy.
Must have ability to reconcile and verify the accuracy of activities.
Ability to work independently and meet deadlines.
3.
Good verbal communication skills and ability to maintain confidentiality.
Ability to effectively interact and assist with administration, faculty, and staff.
Required Qualifications 1.
Education: Bachelor’s Degree required.
2.
Experience: Experience with data modification required, must be highly proficient user of spreadsheets and databases.
Must have a high level of accuracy.
Must possess excellent analytical and problem-solving skills with proven ability to research, formulate, and present analysis on a variety of financial issues.
Preferred Qualifications 1.
Education: Bachelor’s in accounting or finance degree preferred.
MBA preferred.
2.
Experience: Two or more years in a complex organization preparing financial analysis and financial reports using statistical, cost, and financial data.
List comments regarding work hours 8 am to 5 pm, M-F May occasionally work outside of normal 40-hr work week during closing and reporting periods, including time sensitive projects.

This position will be key in the financial planning process.

Assist in preparation of instruction materials for the financial planning process.
3.
Assist in the communication of information for the financial planning process.
Percentage Of Time 30 Job Duty Analysis and Projects: 1.
Prepares monthly, quarterly, and yearly financial and non-financial variance reports.
Including ad hoc reports as requested.
2.
Prepares plan/budget vs actual analysis on a monthly, quarterly and year end basis.
3.
Prepares research and analysis of reports.
Percentage Of Time 30 Job Duty Reconciliation and Research: 1.
Periodic (monthly, quarterly, & year-end) reconciliation of transactional and non-transactional data.
2.
Gathering and entering financial planning data.
Percentage Of Time 20 Job Duty Policy and Procedures: 1.
Assists with the reviews and edits of financial planning policies and procedures on a periodic basis.
2.
Maintains familiarity with the University’s accounting and financial planning policies and procedures.

Conformity with generally accepted accounting principles, governmental accounting & standards, and compliance with federal and state regulations.
3.
Demonstrate an understanding of how transactions impact the general ledger and the impact on the financial statements as well as performance reports.
Percentage Of Time 10 Job Duty Budget Transfers and Other Duties: 1.
Coordinates training for colleges/departments as needed to enhance understanding and management of financial information by campus personnel, including the training of end users on financial planning tools.
2.
Reviews and processes budget transfers.
3.
Assists in monitoring chart of account balances and expenditures.
4.
Prepares budget transfers on request, including permanent rebalancing budget transfers.
5.
Other duties as assigned.
