This position reports to the Budget and Grants Manager and supports the objectives of the Finance Department.
This position manages daily financial activities including budget and grants management, administration and reporting, new Government Accounting Standards Board pronouncement reporting, and Transit Asset Management compliance.
Responsibilities include, but are not limited to the following:
Assist in preparing and monitoring the agency’s annual operating and capital budgets;
Develop annual funding sources matrix for all capital projects and operating costs;
Provide support in completing the agency’s long-range financial forecast;
Serve as liaison for Project Managers and monitor capital projects;
Manage all monthly grant revenue billing and withdrawals;
Prepare monthly journal entries and perform month-end and year-end closing accounting activities;
Reconcile all operating and capital funding sources;
Provide assistance as required for accounts receivable activities related to new revenue sources;
Assist in applying for all federal, state and local grants;
Assist the completion of all monthly and annual grant reporting;
Assist with the obligation and invoicing of all federal formula funds and discretionary grants;
Obligate and carry projects over in the Federal Transportation Improvement Plan;
Assist in planning for overall fleet replacement;
Assist in updating the agency’s Transit Asset Management (TAM) plan;
Provide support for completion of the Annual Comprehensive Financial Report;
Assist in preparation of the Agency’s National Transit Database reporting;
Assist with quarterly and annual Low Carbon Fuel Standard reporting;
Assist with annual IRS Excise Tax submission;
Assist with annual State Controller’s Reporting;
Assist with all annual Operating Grant and Claim Form submission;
Other duties as assigned
Skills Required:
Knowledge of general office equipment, Microsoft Office software and Generally Accepted Accounting Principles
Minimum Qualifications:
Five years of accounting and financial analysis experience; three years of grants management experience is desired.

Salary Range: Grade 6 | $73,066 to $117,637
